Final Environmental Assessment and Finding of No Significant Impact for the East Hobble Creek Restoration Project The Central Utah Water Conservancy District (CUWCD), the U.S. Department of the Interior (Interior), and the Utah Reclamation Mitigation and Conservation Commission (Mitigation Commission), as Joint Lead Agencies, announce the availability of the Final Environmental Assessment (Final EA) and Finding of No Significant Impact statements (FONSI) for the proposed East Hobble Creek Restoration Project. The project is located along Hobble Creek between I-15 east to the Mapleton-Springville Lateral in Springville, Utah. The Proposed Action includes restoring areas adjacent to Hobble Creek and stream channel enhancements between I-15 and 400 west in Springville for the benefit of the June sucker; the modification or removal of diversion dams to allow for the USL supplemental water to reach Utah Lake and to allow June sucker passage to and from Utah Lake; the provision of an additional 4,500 acre-feet of stream flows identified since the ULS EIS; adopting the Lower Hobble Creek Ecosystem Flow Recommendations report ; and the use of the Hobble Creek Valve Station located at 250 South 400 East in Springville for release of supplemental stream flows. The Final EA and FONSI statements were prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the Council of Environmental Quality regulations implementing NEPA (40 CFR 1500-1508) and the Interior regulations implementing NEPA (43 CFR Part 46).The Proposed Action would not result in significant adverse impacts on human health or any of the environmental resources as described in the Final EA. Therefore, the Joint Lead Agencies issuance of the FONSI statements is justified, and an Environmental Impact Statement (EIS) is not required. The Final EA and FONSI statements may be accessed on the CUWCD website at www.cuwcd.com; the Interior website at www.cupcao.gov; and Mitigation Commission website at www.mitigationcommission.gov.
