Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P.L. 91-910) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file in the West Valley City Housing Authority Office at 4522 West 3500 South, West Valley City. PUBLIC COMMENTS Any individual, group, or agency disagreeing with these determinations or wishing to comment on these projects are invited to submit written comments to the Grants Office for consideration by West Valley City by September 23, 2013. All comments must clearly specify which decision they object to - the Finding of No Significant Impact or the Request for Release of Funds. All comments so received will be considered by West Valley City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. RELEASE OF GRANTS FUNDS West Valley City will undertake the project(s) described above with Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD), under Title I of the Housing and Community Development Act of 1974. West Valley City is certifying to HUD that West Valley City and Wayne Pyle, in his official capacity as Chief Executive Officer, consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, West Valley City may use the Block Grant funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities, and allows West Valley City to use Program funds. OBJECTION TO RELEASE OF FUNDS HUD will accept an objection to its release of funds and West Valley City's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request only if they are on one of the following: (a) that the certification was not executed by the Chief Executive Officer of West Valley City, (b)West Valley City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58 (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58), and shall be addressed to HUD, Rocky Mountain Denver, First Interstate Tower North, 633 17th Street, Denver, Colorado, 80202-3607.
