REQUEST FOR PROPOSAL TO PROVIDE CONSULTANT ENGINEERING/PROJECT DEVELOPMENT SERVICES FOR THE CENTRAL VALLEY WATER RECLAMATION FACILITY REGIONAL SOLIDS MANAGEMENT/ENERGY RECOVERY FACILITY Central Valley Water Reclamation Facility Board is seeking the services of a Consultant Engineering/Project Development Team to formulate the most efficient, cost effective, and sustainable regional Solids Management/Energy Recovery Facility to be located at the site of the Central Valley Water Reclamation Facility, 800 West Central Valley Road, Salt Lake City, Utah, 84119, in Salt Lake County. CVWRF believes that it is in a unique position to become a regional solids management and energy recovery center serving Salt Lake County and northern Utah. Excess anaerobic digester and CHP system capacities at the plant may setthe stage for an environmentally desirable, economically viable, and sustainable long term solution to biodegradable feedstock overload to landfills and resultant loss of potential energy recovery. It is hoped that CVWRF may approach becoming a "carbon-neutral" or net-zero energy consuming facility. CVWRF is willing to consider alternative project delivery systems and financing options to implement a Solids Management/Energy Recovery program. Options for delivery of project features may range from conventional design-bid-build with Owner financing, to design-bid-finance-operate (DBFO) under public private partnership arrangements. A more detailed, written Request for Proposal may be obtained from CVWRF at 800 West Central Valley Road, Salt Lake City, Utah 84119, beginning on Tuesday, March 12, 2013. A pre-proposal meeting will be held at CVWRF at 10:00 a.m. on Tuesday, March 26, 2013. Written proposals will be due on or before 4:00p.m. on Tuesday, May 21, 2013. All costs for proposal preparation shall be borne by the proposer and CVWRF retains the right to award to the respondent which, in CVWRF's sole opinion, best meets the needs for this project- or to make no award at all.
